Except in R-1, R-2, R-3, RM and MHP districts, circuses, carnivals, open air theaters,
race tracks, boat races or similar uses involving temporary or intermittent assemblages
of people, automobiles or boats, and that do not involve permanent structural improvements,
may be permitted if a use permit is issued in each case (not including fraternal or
service groups), and it is determined that the proposal will not adversely impact
surrounding properties.
