§ 17.02.589. Substantial damage.

  • "Substantial damage," for floodplain management purposes, means damage of any origin sustained by a structure whereby the cost of restoring the structure to its before damaged condition would equal or exceed fifty percent of the appraised value of the structure, as determined by the county, before the damage occurred. Market value will be determined by one or more of the following methods: (A) a recent sale price with the land value deducted; (B) independent appraisal by a professional appraiser; (C) detailed estimates of the structure's actual cash value; (D) qualified estimates based on sound professional judgment of staff of the tax assessor's office or building official.
